Tempo-toiminta alkoi syksyllä 2009 osana Vantaan ”Kokonainen maailma lähiössä” –hanketta, jonka tavoitteena oli lisätä maahanmuuttajien ja kantaväestön vuorovaikutusta maahanmuuttajatiheillä Koivukylän ja Länsimäen alueilla. Hankkeen päätyttyä Tempo-orkesteritoiminta nähtiin niin hyvänä, että sitä päätettiin jatkaa. Tänä päivänä Tempo-toiminta on Vantaalla vakiintunut osaksi musiikkiopiston toimintaa yhteistyössä koulujen kanssa.

Helsingissä Tempo-toiminta alkoi syksyllä 2012 osana Lähiöprojektia. Toiminnassa ovat yhteistyössä Helsingin opetusvirasto, Helsingin kulttuurikeskus, Tempo Sistema Finland ry (Tempo-yhdistys) ja Metropolia ammattikorkeakoulu. Lähiöprojektin tavoitteena on kehittää aktiivista toimintaa Helsingin esikaupunkialueilla. Helsingissä Tempo-toimintaa on tällä hetkellä Jakomäen ja Vesalan ala-asteen kouluissa ja Vesalan ylä-asteella.

Tempo-toiminnan lähtökohta on sosiaalinen ja yhteisöllinen, ja se perustuu yhdessä soittamiseen Tempo-orkestereissa heti alkuvaiheesta lähtien. Orkestereihin ei ole pääsykokeita ja sekä opetus että soittimet ovat oppilaille ilmaisia. Opetukseen sisältyy viikon aikana kaksi orkesteriharjoitusta ja 15 minuuttia kestävä yksilösoittotunti. Orkesteriharjoitukset pidetään koulupäivän jälkeen. Oma soittotunti pidetään pääsääntöisesti koulupäivän aikana. Tällä hetkellä Tempo-orkestereissa on soittajia yhteensä noin 130.

Esikuviensa toiminnan pohjalta Tempo-orkesteri pyrkii muodostamaan yhteiskuntaan soveltuvan ja sen tarpeisiin vastaavan toimintakonseptin. Toiminnan keskeisenä lähtökohtana on taarjota musiikkiharrastamisen mahdollisuus kaikille lapsille tasapuolisesti ja ilman pääsykokeita.

Toiminnan perustana on yhdessä tekeminen ja oppiminen lapsen oman sisäisen oppimisaikataulun mukaisesti. Orkesterissa soittaminen ja musiikki toimivat ikään kuin välineenä elämäntaidollisten asioiden kehittämiseen. Tällaisia ovat mm. keskittyminen, tarkkaavaisuus, itseluottamus, toisten huomioiminen ja arvostaminen sekä tunnneilmaisun löytyminen.

Tuomalla toiminnan lasten ulottuville kouluun, tavoitetaan laajempi joukko lapsia, joille tarjoutuu mahdollisuus musiikin harrastamiseen. Etenkin tavoitetaan ne, jotka eivät mmusiikkiharrastuksen piiriin syystä tai toisesta olisi muuten ehkä päätyneet.

Tärkeä elementti Tempo-toiminnassa ovat esiintymiset. Orkesteri esiintyy aktiivisesti ja esiintymisiin otetaan mukaan myös uudet oppilaat varhaisesta vaiheesta lähtien. Esiintymiset ovat tärkeä osa pedagogista kasvvatustoimintaa ja niiden vaikutus pohjautuu yhteenkuuluvaisuuden kokemiseen, sosiaalisten taitojen opetteluun ja merkityksellisyyden kokemiseen.

Sistema Finland’s Tempo Orchestra has endeavored on the El Sistema basis to form a concept that adjusts to the Finnish society.Tempo Orchestra began in the autumn of 2009 as part of Vantaa "A whole world of the suburbs" project,  which was to strengthen the relationship between the integration of immigrants in Länsimäki and Koivukylä areas. The point is to provide musical activity to all children equally and regardless of their social background. Activities for children are free as well as the instruments, which they may take home for practicing. This ensures everyone an equal start the music hobby possibility.

Sistema Finland´s Tempo-orchestras are based on social and community activities. Our work has been inspired by the Portuguese Generation Orchestra (Orquestra Geraçäo). The orchestra’s main idea is to have children of all social backgrounds play classical music and thus promote mutual understanding and friendship. Orchestral activity began in the autumn of 2009 as a part of the City of Vantaa’s project:”The whole world in the suburbs" that aimed to project created to strengthen the relationship between immigrant and native population in the areas of Länsimäki and Koivukylä. For the moment there are five orchestras of approximately 130 children in Helsinki and Vantaa. The co-operation is soon to be started with the city of Espoo as well. There are also other cities interested in mutual co-operation. Our aim is to develop our activities throughout Finland and work actively on European and worldwide level through active work and study exchange.

Sistema Finland´s Tempo orchestras offer two orchestra classes per week, one of which is proposed in small groups. In addition,each player has an 15-minute private lesson each week. The orchestra classes are given mainly right after school classes. Individual classes will be held during the school day.

The activity is based on working together and learning of the child's own internal learning schedule. Orchestral playing is a valuable tool for life skills development issues. Musical activities enables, among others, better concentration and attentiveness, self-confidence, care and concern on others and appreciation, as well as the discovery of emotional expression.

The Tempo orchestras perform actively. Performances will be introduced to new pupils at a very early stage. Performances are an important part of the pedagogical educational activities, and their effect is based on the cohesion and relevance of the experience of being together.

The most important thing is, however is to support the child's growth toward self-direction and help children find their own, internally generated, personal relationship with music. At best, a child will have a lifelong personal bond to the music and the language of music becomes to him a natural way of expressing themselves.

 Our current partners are Vantaa Music Institute, Helsinki City Education Department, Metropolia University of Applied Studies and the Tempo Association.

At the moment there are a total of 130 members in seven orchestras in the Helsinki Metropolitan area. The children come from Bangladesh, China, Estonia, Finland, India, Iraq, Japan, Kosovo, Pakistan, Russia, Spain, Turkey, Vietnam and Thailand.
